Vietnam’s first state-approved blockchain payment sandbox is operating in Da Nang, converting international crypto holdings into compliant local fiat under full anti-money laundering controls.
The pilot, centered on the Basal Pay platform developed by AlphaTrue Solutions JSC, is being closely watched as a template for drawing foreign Web3 capital into the country’s tourism and entertainment sectors.
Hanoi-based blockchain firm Varmeta has highlighted the Da Nang model as a blueprint for scaling compliant cross-border Web3 investment, though its specific involvement in a pilot tied to the Ironman 70.3 Da Nang event could not be independently confirmed at the time of publication.
How Da Nang’s Crypto-Fiat Pilot Cleared Compliance Hurdles
On August 26, 2025, the Da Nang People’s Committee approved Basal Pay as Vietnam’s first crypto asset conversion project permitted to operate inside a controlled fintech sandbox.
The platform allows users to convert digital assets, including Bitcoin and Ethereum, into Vietnamese dong in seconds. It does so without the layered intermediaries that slow and inflate traditional wire transfers.
The system is built around strict compliance architecture. It integrates the Financial Action Task Force’s Travel Rule, requires sender and recipient data on every transaction, and runs a three-tier identity verification process.
Transaction records are stored automatically for five years, giving regulators a continuous audit trail.
Cost efficiency is a central selling point. AlphaTrue says Basal Pay reduces transaction costs by approximately 30 percent compared with conventional cross-border channels.
McKinsey research cited at a September 30, 2025 Vietnam Blockchain and Digital Asset Association workshop put potential blockchain savings at up to 60 percent over SWIFT-based infrastructure when applied at scale.
The 36-month trial runs across five phases: platform development, limited operation, wider rollout, evaluation, and potential full deployment.
Oversight sits with Da Nang’s Department of Science and Technology and the city’s People’s Committee.
Why Foreign Web3 Sponsors Face a Compliance Wall in Vietnam
Vietnam ranks fifth globally in crypto adoption with an estimated 17 million digital asset holders, according to the Vietnam Blockchain Association.
Yet most of that activity has been unregulated, leaving foreign sponsors and investors unable to channel Web3 funds into compliant local disbursements.
Event organizers working with international crypto sponsors have faced particular difficulty: converting sponsor funds into legally invoiced fiat payments while satisfying Vietnamese tax and AML requirements.
The Da Nang sandbox directly addresses this gap. By providing a legal, supervised conversion layer with full KYC and AML/CFT controls, it creates a pathway for foreign Web3 organizations to fund local activities, including sporting events and tourism campaigns, without regulatory exposure for either party.
Varmeta, founded in 2022 and a strategic partner of the Hedera Foundation in Southeast Asia, has publicly positioned this type of sandbox infrastructure as the right framework for scaling foreign Web3 investment into Vietnam’s entertainment and tourism economy.
The firm works across stablecoin infrastructure, asset tokenization, and compliant decentralized finance applications.
Vietnam’s FATF Status and What the Sandbox Must Prove
The stakes for making this model work go beyond individual events. Vietnam has remained on the FATF grey list since June 2023, subject to increased monitoring for deficiencies in beneficial ownership transparency, customer due diligence, and virtual asset regulation.
The October 2025 FATF plenary noted that Vietnam had taken “some steps” toward its action plan but called on the country to continue work on all 17 identified gaps.
Regulated blockchain pilots that generate transaction-level AML data, establish supervised crypto-fiat conversion records, and operate under government oversight are exactly the type of practical evidence FATF evaluators look for.
Tran Huyen Dinh, chairman of the Fintech Application Committee at the Vietnam Blockchain and Digital Asset Association, noted that FATF grey list pressure directly motivates the Basal Pay initiative.
The Digital Industry Law, passed June 14, 2025, and Government Resolution 05/2025/NQ-CP on piloting the crypto asset market, issued September 9, 2025, together provide the legal corridor for these trials.
Legislators have urged caution, given divided global approaches to stablecoins, but confirmed the framework allows controlled experimentation.
Key Milestones Ahead
- Ongoing through 2028: Basal Pay’s 36-month sandbox trial expands through five phases under Da Nang city supervision.
- 2026 FATF review cycle: Vietnam’s next formal evaluation will test whether sandbox data translates into measurable AML compliance progress across virtual asset service providers.
Da Nang International Financial Centre: Under National Assembly Resolution 222, Da Nang and Ho Chi Minh City are developing international financial centre frameworks, with blockchain sandboxes cited as foundational infrastructure.
